Why Establish Citizens for Animal Protection (animalcarelaws.org)?

In her decades of work to protect animals, Ann Martin observed that law enforcement agencies often referred complainants to humane societies. But that was of little help because humane societies had no governmental immunity, nor any authority to go on private property to legally help animals. Many hours were devoted to looking up the laws in each jurisdiction and pushing various agencies to do their job.

Therefore, Martin decided that her legacy would be to establish this Web site. The goal is to give everyone the information and resources they need to help animals receive good care. The site will also provide to public officials, both elected and appointed, information from recognized authorities on the current recommended standards for the care of many animals. Species covered include cats, dogs, birds, horses and farm animals.

In contrast to others, this Web site will focus only on animal care, not on adoptions. That goal, the Citizens for Animal Protection board believes, is truly a valuable legacy that will help thousands of animals for years to come.

About Us

Citizens for Animal Protection once again brings together Ann Martin and Susan Pepperdine in a volunteer effort to help animals. They now offer decades of experience in humane work at the local, state and national levels.

The first time the two joined forces was in 1972 when they co-founded Animal-Kind, Inc., a non-shelter humane organization based in Kansas City that focused on education, promoting spay/neuter and activist efforts to call attention to the plight of animals, including pets, farm animals and wildlife. (Note: Ann Martin's last name was then Gonnerman. Susan Pepperdine's last name was then Suzy Brown.)

Programs and accomplishments included:

  • Established a humane education program to work on the root of the problem rather than the end results.
  • Set up a successful lower-cost spay-neuter program that was emulated by many other humane groups around the United States.
  • Conducted a 24-hour vigil at the 1976 Republican Convention to bring attention to suffering of the wild animals from leghold traps and poison used in federal predator control programs.
  • Assisted in a national investigation of puppy mills in Kansas and Missouri.Used the media to publicize cruelty cases, including a herd of starving horses in Jackson County, Missouri.
  • Instrumental in gaining passage of the 1977 Kansas anti-cruelty law, KSA 21 4310, which for the first time included a penalty for cruelty.
  • Pushed for passage of Missouri RSMO 578, which the governor signed into law in 1983.
  • Helped communities throughout the Kansas City metropolitan area establish good standards of care for animals.
  • Worked to obtain passage of Chapter 14 of the city code of Kansas City, Missouri, which remains one of the best animal ordinances in the country.
  • Worked in cooperation with national organizations, including the American Horse Protection Association, and with government agencies such as the U.S. Department of Agriculture.
  • Achieved national accreditation by the Humane Society of the United States.

Ann Martin has nearly four decades of experience in animal protection, including:

National Society for the Protection of Animals founder and president.

Susan Pepperdine has more than three decades of experience, including serving as vice president and later president of Animal-Kind, Inc. She was also elected to two three-year terms on the national board of the Humane Society of the United States based in Washington, D.C. She also served on the boards of local and state humane organizations.
